Mayor Binod Regmi Champions First-of-its-Kind Smart Addressing Project in Kalika Municipality
Washington DC, July 25 2025 — Under the leadership of Mayor Binod Regmi, Kalika Municipality is taking historic steps to modernize local governance through a pioneering digital infrastructure project. The initiative, developed with technical guidance from Dr. Ramhari Subedi, introduces systematic street names, house numbers, and stop signs across Ward No. 4 in Padampur, connecting physical addresses with a robust digital platform known as Kalika4 Software.
Earlier this year, Mayor Regmi visited Washington, D.C., where Dr. Subedi demonstrated how American neighborhoods rely on standardized road names, visible house numbering, and traffic signage for safety and efficiency. Inspired by these best practices, Mayor Regmi authorized the pilot rollout in Padampur, making Kalika Municipality the first in Nepal to implement such a structured system.
The Kalika4 Project does more than assign addresses. It integrates technology into daily governance by generating local ID cards embedded with QR codes, linking residents to verified household data, community notices, and business directories. This system also provides local businesses with visibility both offline and online, strengthening the connection between communities and the wider economy.
“This effort is not only about addresses; it’s about creating opportunity,” Mayor Regmi said during his visit to the project site. “We are building the foundations for transparency, better services, and local job creation.”
With road signs, house numbers, and stop signs now in place, and with QR-enabled IDs and business diaries already operational, Kalika Municipality is setting a national benchmark. The initiative is expected to expand to all wards, positioning Kalika as a model for smart urban development in Nepal.
